In an effort to curb the worsening air quality in the national capital, the Delhi government has announced the reimplementation of the Odd-Even scheme from November 13 to 20, 2023. This scheme, which restricts the operation of private vehicles based on the last digit of their license plates, has been employed in the past to tackle the city’s air pollution crisis. Delhi RTO’s Transport Department and Traffic Police are the two main agencies responsible for implementing the odd-even scheme in Delhi. The Transport Department is responsible for issuing stickers to vehicles and for enforcing the scheme through challans. The Traffic Police is responsible for managing traffic and for ensuring that the scheme is implemented smoothly

The Mechanism of the Odd-Even Scheme

Under the Odd-Even scheme, private vehicles with odd-numbered license plates are allowed to ply on odd dates, while those with even-numbered plates can operate on even dates. This restriction applies from 8:00 am to 8:00 pm, and covers all private vehicles, including four-wheelers and two-wheelers.

Enforcement of the Odd-Even Scheme

The Delhi Traffic Police will be responsible for enforcing the odd-even scheme. Violators will be fined ₹2,000 for the first offense and ₹4,000 for subsequent offenses.

Exemptions to the Odd-Even Scheme

Certain categories of vehicles are exempt from the Odd-Even scheme. These include two-wheelers, CNG vehicles, electric vehicles, vehicles carrying the President, Vice President, Prime Minister, Governor, Chief Justice of India, and other dignitaries, emergency vehicles such as ambulances and fire trucks, and vehicles carrying women or children under the age of 12.

Previous Implementations of the Odd-Even Scheme

The Odd-Even scheme was first introduced in Delhi in January 2016, as a temporary measure to address the alarming levels of air pollution during the winter months. The scheme was implemented again in November 2016, April 2017, November 2017, and November 2019.

Pros and Cons of the Odd-Even Scheme

The Odd-Even scheme has been met with mixed reactions from the public and experts. Supporters of the scheme argue that it has been effective in reducing air pollution levels, while critics point to its inconvenience and potential for exacerbating traffic congestion.

Impact of the Odd-Even Scheme on Air Pollution

Studies have shown that the Odd-Even scheme has led to a temporary reduction in air pollution levels in Delhi. For instance, a study by the Indian Institute of Technology Delhi found that the scheme resulted in a 13% decrease in PM2.5 levels during its implementation in January 2016.

Inconveniences Caused by the Odd-Even Scheme

One of the main criticisms of the Odd-Even scheme is the inconvenience it causes to commuters. Many people rely on private vehicles for their daily travel, and the scheme forces them to adjust their schedules and make alternative arrangements.

Potential for Increased Traffic Congestion

Critics also argue that the Odd-Even scheme can lead to increased traffic congestion, as more people turn to public transportation or carpool options. This can result in longer travel times and increased frustration among commuters.

Conclusion

The Odd-Even scheme is a controversial measure that has both positive and negative consequences. While it has been shown to be effective in reducing air pollution levels, it also causes inconvenience to commuters and has the potential to increase traffic congestion. The Delhi government needs to carefully weigh the pros and cons of the scheme before deciding whether to reimplement it in the future.
